Federalism Movement in Cam Sur gains support from Mariners community

Naga City – The Mariners community participated in the Federalism Forum spearheaded by the Bicol Autonomy Movement (BAM) whose Regional Convenor is Mariners Polytechnic Colleges Foundation’s President-CEO Commodore Dante La. Jimenez.

BAM, a regionwide crusade which advocates for a decentralized form of governance and with Regional Convenors from the six (6) provinces of the region has organized the ‘Bicol Federalism Forum’ held on August 15, 2015, this city.

Aside from the entourage coming from the three Mariners Schools in Bicol (Legazpi, Naga and Canaman, Camarines Sur), the assembly was joined by multi-sectoral representatives from the academe, professionals, farmer/fisherfolk groups, students and youth, senior citizens, transport, LGU’s, media and the barangay sectors.

Foremost in the Forum’s agenda is the creation of awareness among Bicolanos on the benefits which the region and its people will reap should a Federal System of government be established as replacement to the present Unitary Presidential form.

The ‘autonomy’ which BAM advocates jives with the model of a Federal System of government that the Philippines can adopt.

BAM burns the effigies of political clans in one of its activities in support of the Anti-Dynasty Bill in Congress. Leading the activity are the Regional and Provincial Convenors together with the supporters of the Movement. The group fervently objects to the continuing existence of political dynasties which proliferate unabated under a Presidential System.

Studies have shown that the Unitary Presidential form that the nation has embraced since the declarationof Independence has not succeeded in alleviating the Filipinos from the quagmire of poverty. Until now, we see the same problems pestering our people, aggravated by the unabated evils of crime and corruption.

The study further reveals that former Presidents might have failed, not necessarily that they lacked the needed credentials of Heads of State or because of negligence BUT for the reason that we have a government system which does not work effectively in addressing the needs of the nation.

Among the battery of Speakers who graced the occasion were Former U.P. President Dr. Jose Abueva, local historian Dr. Danilo Gerona and Ateneo de Naga University Political Scientist Mr.Renne Gumba. The event was held on August 15, 2015, 1PM at Starmark Royale, J. Miranda Ave., Naga City.

“I exhort our Mariners academic community especially the students that the time has come for us to revisit the disadvantages brought by a Unitary Presidential form of government. On the other hand, Filipinos should look at the potentials offered by a Federal System of governance. The basic problems on poverty, crime and corruption have not been addressed after decades under a Presidential structure. Let us look at an alternative which carries a potential to address these age-old problems which have been confronting our country and people up to today”, declared MPCF-Legazpi President/CEO and BAM Regional Convenor Dante La.
