The Mariners Polytechnic Colleges Foundation of Canaman, Camarines Sur represented the Philippines at the ARCENG V International Social Sciences Congress held online in Kayseri, Türkiye, on August 15, 2026.
The delegation—Mhie A. Rosales, Ronald Jr. R. Ponpon, Jenny H. Ramirez, Danellie C. Llamas, and Arvy Noleal Osma—presented a research study about the partnership between MPCF–Canaman, MPCI–Naga, and the Bureau of Customs Port of Legazpi.
The study highlighted how academe–government collaboration helps BS Customs Administration students gain practical knowledge and real-world experience in customs operations, trade, port processes, border management, and professional responsibilities.
As the only Philippine-affiliated presentation in the congress program, the delegation showcased the contribution of Philippine higher education to international discussions on education, workforce preparation, and customs modernization.
The presentation emphasized that strong partnerships between schools and government agencies can improve student training, strengthen professional preparation, and produce competent and practice-ready Customs Administration graduates. It also reflects Mariners Canaman’s commitment to research, internationalization, and quality education.
From powering the engine room to leading the entire maritime program, C/E Manuel Anthony Contreras takes on a new voyage as the Dean of Maritime Education. A Bachelor of Science in Marine Engineering instructor and former Program Chair of the BSMARE Department, Engr. Contreras brings years of experience, leadership, and dedication in shaping future maritime professionals. Now leading beyond the Engineering Department, Engr. Contreras will steer the whole maritime community toward greater excellence, proving that strong leadership begins with service and a commitment to growth.

The Maritime Industry Authority (MARINA) has postponed the implementation of the National Merchant Marine Aptitude Test (NaMMAT) for Academic Year 2026–2027. As a result, maritime schools must admit incoming students and transferees without requiring NaMMAT results and may instead use their own entrance examinations.
The deferment, announced through MARINA Advisory No. 2026-34, follows stakeholder concerns and allows MARINA to conduct a comprehensive review before it takes full responsibility for administering the test under the Magna Carta of Filipino Seafarers (Republic Act No. 12021). MARINA also urged maritime schools to maintain strong admission standards and stated that the temporary measure aims to ensure a smooth transition of maritime education functions while continuing to improve the quality of maritime education and training.

Mariners’ Polytechnic Colleges Foundation of Canaman (MPCF) welcomed the PACUCOA accreditation team on July 17 for the preliminary accreditation of its Bachelor of Science in Customs Administration (BSCA) program. The visit focused on assessing the program’s strengths and identifying opportunities for continuous improvement, rather than finding faults.
The accreditation team reviewed facilities, documents, and met with administrators, faculty, staff, students, and other stakeholders. Team leader Dr. Bernardino Malang emphasized that the process promotes quality assurance, accountability, and institutional development.
Students also expressed enthusiasm about the accreditation, citing visible improvements in classrooms and offices and recognizing its importance in enhancing the department’s reputation and quality. Overall, the visit reflects MPCF’s commitment to maintaining high educational standards and continuously improving its academic programs.
